To .pdf or not to .pdf

When you think about scanning a document and sending it to a business associate, what format comes to mind? Ok, I know we all hate monopolies, but be honest now - don't you think of scanning that document as a .pdf file. I mean it's become a verb... to pdf something.

So why do courts still have websites where you can see filed documents online as... TIFF files? Each page of the document is up there as a separate TIFF file. I just don't get it. Who sold them that technology, I wonder?
